10日目（のはずだった）

今日は朝6時から電気があるし、パソコン部屋でプロジェクターを使ってプレゼンができそう。と思い、学校に行き、パソコン部屋を開けて10日間これで終了！ということでホワイトボードをきれいに掃除。

そして、、ん？なぜか電気が付かない！他の校舎では電気が使えているのに。

「おかしいな、ここだけ電気が来てないってことはないし。まさかクレジット切れか！」
この学校のパソコン部屋は、電気電子工学科の校舎とつながっています。

その建物の2階にある電気メーターに向かうと、徐々にピーピーと警告音が聞こえてきました。そして電気メーターには"Error"の表示。
「やはりクレジット切れか。」、、先払い料金を使い切っていたのでした。

良い機会なのでガーナの電気料金についてお話ししましょう。
電気料金は、もともとは日本と同じ後払い式でした。
しかし、電気をたくさん使った後、支払いができずに破産した人が結構いたわけです。
これではガーナ国民に負担がかかるし、電気会社も料金が徴収できない。
そういうわけで最近プリペイド式すなわち先払い式の電気メーターが普及してきています。
クレジットが切れると使用できなくなり、またカードにチャージしてメーターにクレジットを足すという仕組み。

これなら国民も自分の使用に見合う分だけ電気が使えるし、電気会社も正規の料金徴収できるし問題ないね、
と思いきや、このプリペイドメーターの中に一部不良品があり、チャージしたクレジットが消えるというトラブルも起きていたりもします。

話を戻します。
電気メーターのクレジットを足すよう同僚にお願いしましたが、その同僚が校長に呼び出され急遽、首都のアクラに出張になってしまい、、、
その後いろいろありましたが、結局クレジットは足されず。
今日の授業に関しては所属長に話し、明日に延期となりました。


10th day..?

Today in the morning, we had electricity. "I can use a projector to show my slides", then I went to school, opened the computer room and cleaned the marker board.

…where is electricity? Other departments could be available..
"Let see…it's strange that we cannot use it only here. Oh I see, it must be no credit".
The power wire of the computer room is derived from electric department.

I went up the stairs and heard a beep sound bigger as I closed to the electricity meter.
Finally I found "ERROR" message on the meter. No credit, in fact, we finished whole credits in electricity meter.

It's a good opportunity to introduce about electrical bill in Ghana.
At first, post paid system was introduced in electrical bill, same as Japan.
However, some people could not afford to pay electricity cost.
Then they became bankrupt.

The government thought this system was not good for both people and power company regarding their payment.
This is the reason why they started to introduce prepaid electricity meters.
When credit in the meter is consumed all, we cannot use electricity and have to add some credits for using electricity again.
This system is suitable in Ghana because we can use electricity as much as we paid, and the power company can get the fee correctly, isn't it!
..However, quite unexpectedly, there are some poor quality meters, and it causes the problem that the credit charged in the meter becomes expired in a little while.

Let's get back to the main story.

I asked my colleague teacher to add some credit in the meter, but the principal called him and he went on a hasty business trip to Accra, the capital city.
A lot of things happened after that, and finally he could not charge the credit.

I talked this incident to the head, and he allowed me postpone the final one to tomorrow.

そんな電気事情も記事になるかな、と思い午後３時過ぎに電気電子工学科の電気メーターを撮影、右のスロットがカードの差し込み口です。
「Errorの表示が消えてる。アラームがうるさいから誰かメーターのスイッチを切ったのかな。」
そんなことも思いつつ、校内の宿舎に戻りました。


I wondered if this happening could be an article on this diary, so I took a photo of the electrical meter in the electrical department past 3:00pm.
You can see the charge card slot at the lower right of the meter.

"Error alert went off the screen. Someone must turn off the meter due to the noisy beep!"
I thought and went back home with disappoint.

そして家に帰って気づきました。「そもそも昼に停電してたのか！」
家についている電力メーターも表示が消えていました。このメーターはまだ後払い式。

結局、電気電子工学科の電気メーターにクレジットが足されていても、授業の時間帯は停電していたのでした。
クレジット切れのブザーも表示も消えていたのは、そういうわけだったようです。

明日こそは電気が来ますように。


ということで今日のタイトルは１０日目ではなく９．５日目。


When I reached my house, I found out the fact, "Around here, the light went away!"

The LCD on electrical meter at my house also didn't work.
The meter is a postpaid system.
As a matter of fact, the electricity went out at the class time regardless of the credit in the prepaid meter.
This seems to be the reason why the beep stopped at the department.

I wish we will have electricity today!

By the way, due to the reason, I should change the today's diary as 9.5th day, instead of 10th day.
